Sicheres Internet an Schulen: RH sieht Defizite

Ein Viertel der befragten Schulleitungen gab an, keine Gefahren wahrzunehmen, während Radikalisierung und Datendiebstahl als weniger gefährlich eingestuft wurden. Der Rechnungshof empfiehlt, die Schulleitungen für die Gefahren im Internet stärker zu sensibilisieren und ihnen bei Vorfällen Hilfe anzubieten.

Der Rechnungshof kritisiert den Rückgang einschlägiger Lehrveranstaltungen an Pädagogischen Hochschulen im Untersuchungszeitraum. Noch deutlicher sei der Rückgang bei der Teilnahme an solchen Veranstaltungen. Nur rund fünf Prozent der Lehrkräfte haben sich zum Thema sicheres Internet weitergebildet.

e-Government: Parlament verspielt .gv.at Vorteil

Österreichs Politiker:innen brüsten sich ja seit 25 Jahren damit, e-Government Vorreiter zu sein. Oft ist das, wie zu erwarten, reine (partei)politische Propaganda. Manchmal, ja wirklich ab und an passiert es, haben sie damit aber gar nicht sooooo unrecht.

Wie auch in diesem Beispiel kommt dann aber eine Entität und macht das gute Konzept kaputt. Aber lasst mich von vorne beginnen.

Diese Tage hat netzpolitik.org unter dem Titel „Ein gefährliches Glücksspiel” davon berichtet, was passieren kann, wenn ein Ministerium umbenannt wird, und der Domainname zum alten Ministeriumsnamen nicht mehr verlängert wird – wir müssen ja sparen !!!11elf111!!!!

Deutschland hat nämlich ein gravierendes Problem: Behörden, Bund, Länder und Gemeinden haben keine spezielle TLD (Top Level Domain) oder secondary-level Domain (z.B. „gv.uk”), sondern müssen sich aus dem normalen „.de”, … Pool bedienen.

Österreich war hier (überraschenderweise) intelligenter geschickter. Mit „.gv.at” gibt es eine secondary-level Domain, die ausschließlich „Regierung sowie Bundes- und Landesbehörden” zur Verfügung steht. Die Stadt Wien verwaltet im Namen des Bundeskanzleramts die Domain „.gv.at”. Und natürlich gibt es auch eine gv.at Naming- und Domainregistrierungs-Policy mit einem Hauch 1990er Dokumentgestaltung.

Coole Sache. Endet die Domain in „.gv.at” ist es auf jeden Fall eine ofizielle „Behörden”seite. Alles andere sind Fälschungen, Abzocker, Schwindler. Das macht den Zugriff auf offizielle Informationen für Bürger:innen mit digitaler Grundbildung einfach, sicher und nachvollziehbar. Und auch das von netzpolitik.org beschriebene Problem der Domain-Scalper haben wir nicht, da die Domains unter Kontrolle der Behörden stehen. So kann nicht jeder Hinz und Kunz einfach eine veraltete .gv.at Domain abgreifen.

Damit könnte dieser Text enden. Tut er aber leider nicht, weil das Parlament oder einer der hochbezahlten Content/SEO/Kommunikationsberater:innen des Hohen Hauses der Meinung ist, dass es im Jahr 2025 noch immer eines Link-Kürzungstools bedarf. Und während das Parlament, wie zu erwarten, unter https://www.parlament.gv.at/ (old-school mit „www”) erreichbar ist, nutzt der URL-Shortener die Domain „parl.at” (zumindest gehört die Domain der Parlamentsdirektion).

Damit hat das österr. Parlament den Problemen der Nutzung einer genrischen Domain, wie im Artikel von netzpolitik.org, alle Türen und Tore geöffnet. Dabei gibt es 2025 keinen einzigen Grund, URL-Shortener zu verwenden.

Zeichen sparen: Plattformen komprimieren Links mittlerweile automatisch, sodass es keinen Vorteil hinsichtlich div. Zeichenbegrenzung gibt, wenn ein anderes Tool verwendet wird, um Links vor der Veröffentlichung zu kürzen. URLs zählen mittlerweile nicht mehr (oder nur bis zu einer gewissen Anzahl) zum Zeichenlimit.

Metrics: Die Plattformtools von Facebook, Bluesky, Microsoft-LinkedIn und Co. liefern bessere Analysezahlen, als es ein URL-Shortener jemals könnte. Falls Eure hochbezahlten Berater UTMs (das sind Urchin Tracking Modules) nicht kennen, solltet Ihr Agentur wechseln.

Schlechte Accessability: Die Verwendung von URL-Shortenern führt darüber hinaus zu Problemen hinsichtlich der Barrierefreiheit. Die meisten Link-Kürzer erzeugen Links, die aus einer zufälligen Mischung aus Buchstaben und Zahlen bestehen, die den Nutzer:innen keinerlei Aufschluss über den Inhalt des Links oder dessen Speicherort geben – Menschen möchten wissen, wohin sie gelangen. Es handelt sich jedoch auch um ein Problem der Barrierefreiheit, das insbesondere für Menschen, die assistive Technologien wie Screenreader verwenden, zu einer besonders schlechten Nutzererfahrung führt.

Persistenz: „Cool URIs don’t change” hat der World Wide Web Erfinder Sir Tim Berners-Lee 1998 geschrieben. Wie lange wird das wohl für die Links auf „parl.at” gelten?

Und natürllich verliert das Parlament durch die Verwendung von „parl.at” das Vertrauen, das die Bürger:innen über die „Digitale Grundbildung” Maßnahmen (gefördert mit viel Steuergeldner) in „.gv.at” Domains gefasst hatten.

IMNSHO schießt sich das Parlament hier massiv selber in den Fuß und sollte „parl.at” schnellstmöglich deaktivieren (aber weiter bezahlen, siehe netzpolitik.org, *seufz*).

The Trump administration has been heavily invested in consolidating all of the government’s information into a single searchable, or perhaps AI-queryable, super database. The compiling of all of this information is being done with the dubious justification of efficiency and modernization–however, in many cases, this information was originally siloed for important reasons: to protect your privacy, to prevent different branches of government from using sensitive data to punish or harass you, and to perserve the trust in and legitimacy of important civic institutions.

Riskante Nutzungsmuster: Die Psychologie hinter der KI-Begeisterung

Die psychologischen und sozialen Ursachen für problematische Nutzungsweisen von KI-Systemen sind vielfältig. Ein zentraler Faktor ist der sogenannte Automations-Bias: Die flüssige, selbstbewusst wirkende Sprache der KI vermittelt Autorität und nimmt Nutzern komplexe Aufgaben ab. Dadurch sinkt die Bereitschaft, Antworten kritisch zu hinterfragen – insbesondere, wenn sie schnell und kostenlos verfügbar sind.

Hinzu kommt der ausgeprägte Anthropomorphismus vieler Anwender. Sie schreiben Chatbots menschliche Eigenschaften zu und suchen bei ihnen besagte emotionale Unterstützung. Insbesondere einsame Menschen können dadurch in eine Form der Abhängigkeit geraten.

Adding custom headers to outgoing emails with exim (and attempt to stop MS nonsense)

Going through my RSS feeds, I stumbled across Neil’s blog entry „Attempting to stop Microsoft users sending ‘reactions’ to email from me by adding a postfix header”. Although I haven’t been affected by Microsofts latest „embrace, extend, and extinguish” move yet, the post was enough to finally look into adding „default” headers to all outgoing emails in my Exim setup.

After some reading (to me still more fruitful than formulating a prompt to a LLM and then verifying the answer), I found the „headers_add (transport)” option in the Exim documentation, that should do what I wanted. As I have my Exim configuration in a split file setup, I simply created the new conf.d/router/01_exim4-config_dev_header file with the following configuration:

US-Cloud Act sticht US-SW-basierte „souveräne” Cloud

Stellungnahme des Ministeriums des Inneren, für Digitalisierung und Kommunen zur „Einführung der Delos Cloud in der Landesverwaltung Baden-Württemberg”

Gleichzeitig bleibt die Anwendungsebene Microsoft-Software, die nicht öffentlich zugänglich ist, deren Quellcode vom Hersteller kontrolliert wird („proprietäre Soft- ware“) und als US-Software den Vorgaben des US CLOUD Act unterliegt. Trotz der souveränen Infrastruktur kann daher nicht in vollem Umfang von vollständiger Souveränität gesprochen werden, da theoretisch Zugriffe auf Anwendungsdaten durch Drittstaaten – zumindest in einer Grauzone – nicht ausgeschlossen werden können. Das Risiko des US CLOUD Act bleibt bestehen, da die Kontrolle über die Software und damit potenziell über die in ihr verarbeiteten Daten letztlich beim US-Anbieter liegt. Beispielsweise könnte der Softwarelieferant angewiesen wer- den, einen Datenabfluss in seine Software zu integrieren, ohne dass der Kunde darüber in Kenntnis gesetzt wird.

New Luddism: Technology and Resistance in the Modern Workplace

How can the 19th century history of the Luddites help us understand contemporary resistance to workplace technology? What does New Luddism look like on the ground? As an analytic framework, what are its strengths and weaknesses for understanding the current state of labor, worker resistance, and the tech industry?

This one-day conference will bring together an interdisciplinary group of scholars from sociology, economics, history, and other disciplines, as well as journalists, organizers, and workers with firsthand knowledge of the implementation of new technologies in the workplace. Through a series of themed panels and workshops, the conference will provide a forum for these groups to discuss the utility of the New Luddism framework, its drawbacks, and its implications in research and in practice.

Meet the Man Who Created the Iconic Emblem of the Day of the Dead: José Guadalupe Posada | Open Culture

Odds are you’re acquainted with the lady pictured above.

She’s called La Catrina, and her likeness adorns countless t‑shirts and tote bags.

She is a popular Halloween costume and a mainstay of Day of the Dead celebrations.

She pops up in the animated family feature, Coco, to guide its young hero to the Land of the Dead.

She’s spent the better part of a century making cameos in numerous artists works, most famously Diego Rivera’s surreal 1947 mural, Sueño de una Tarde Dominical en la Alameda Central, a fever dream that places her front and center, arm in arm with a distinguished-looking, mustachioed gent in a bowler hat.

That gent is her original creator, José Guadalupe Posada, a hardworking printmaker and political cartoonist who produced over 20,000 images during his lifetime, on subjects ranging from the Mexican Revolution and other events, both current and historical, to popular entertainment and the daily lives of average men and women.

M&S dumps IT giant Tata Consultancy Services after cyberattack

Marks and Spencer (M&S) has terminated a key IT contract with long-time partner Tata Consultancy Services (TCS), months after a devastating cyberattack hit the retailer.

The move follows a major hack on M&S in April, which forced the retailer to suspend online orders and resulted in bare shelves, with the total hit to operating profits expected to reach £300 million this year.

Die Stabstelle für Cybersecurity im Bundeskanzleramt verwies später auf weiteren „internationalen Abstimmungsbedarf" und Arbeit am Gesetzesentwurf.

Innenminister Gerhard Karner (ÖVP) sprach im September von „intensiven Gesprächen mit der Opposition", nannte aber keinen konkreten Zeitplan.

Im Regierungsprogramm wird die Umsetzung von NIS 2 mit keiner Silbe erwähnt.

Im Büro von Digitalisierungsstaatssekretär Alexander Pröll im Bundeskanzleramt erklärt man sich für nicht zuständig. Auf der Hilfeseite des Bundes ist das Bundeskanzleramt als "strategische NIS-Behörde" angeführt, es ist also durchaus eine gewisse Zuständigkeit anzunehmen.

Dennoch verweist man auf das Innenministerium. Dort ist nämlich die "operative NIS-Behörde" zu Hause. Auf Nachfrage bestätigt man dort, dass über die genaue Ausgestaltung des Gesetzestextes verhandelt werde. Noch befinde man sich in der "finalen Verhandlungsphase der Koalitionspartner". Demnach wird also noch regierungsintern verhandelt.

The AI that we’ll have after AI – Pluralistic: Daily links from Cory Doctorow

Some bubbles leave nothing or next-to-nothing behind. Enron left nothing behind but the cooling corpse of a CEO who popped his clogs before he could be sentenced to life in prison. Worldcom left behind a CEO who survived long enough to die behind bars…and a ton of fiber in the ground that people are still getting use out of….

Crypto’s not going to leave much behind: a few Rust programmers who’ve really taken security by design to heart, sure, but mostly it’ll be shitty Austrian economics and even shittier JPEGs.

So what kind of bubble is AI? That’s the $2 trillion question:

You don’t need to be an AI investor to get wiped out by the AI investment bubble, either. With 30+% of the S&P 500 tied up in seven AI companies’ stock, the coming crash will definitely escape containment and crash the whole damned economy.

So the bubble is bad. Really bad. But even so, there will be things we can salvage from it: open source models, skilled programmers, cheap GPUs bought out of bankruptcy for pennies on the dollar.

AI in Government - Schneier on Security

The moral of this story is that we can achieve positive outcomes for workers and the public interest as AI transforms governance, but it requires two things: electing leaders who legitimately represent and act on behalf of the public interest and increasing transparency in how the government deploys technology.

Agencies need to implement technologies under ethical frameworks, enforced by independent inspectors and backed by law. Public scrutiny helps bind present and future governments to their application in the public interest and to ward against corruption.

These are not new ideas and are the very guardrails that Trump, Musk and DOGE have steamrolled over the past six months.

DSN-Chef Omar Haijawi-Pirchner: Keine Beteiligung am Schwarzmarkt - VOL.AT

"Am Schwarzmarkt werden wir uns als Staat nicht beteiligen", stellte Haijawi-Pirchner klar. Auch sonst verwehrte er sich der Kritik, man gefährde dadurch die Gesamtbevölkerung: "Wir gefährden dadurch niemanden, weil diese Sicherheitslücken ja bestehen. Wir machen keine Sicherheitslücken". Bisher habe man lediglich mit "hochseriösen" Anbietern für die technische Umsetzung der Überwachungssoftware gesprochen, versicherte er.

Dem widersprach auch René Mayrhofer vom Institut für Netzwerke und Sicherheit an der Linzer JKU. Dass Sicherheitslücken nur von gewissen Geheimdiensten ausgenützt würden, sei eine "legistische Illusion". Diese offen zu halten führe demnach dazu, "dass alle Handys offen für Angreifer sind." Außerdem stelle sich ihm die Frage, wie man bei der Software garantieren wolle, dass nicht auch ausländische Dienste mitlesen. Oft würden sich Extremisten, ob Islamisten oder Rechtsextreme, aber auch in Großgruppen auf Messenger-Diensten austauschen. In diesen Fällen brauche man gar keine Überwachungssoftware, sondern müsse lediglich einen Account in die Gruppe einschleusen.

Werter digitaler Zwilling -- Hupf in Gatsch

Die Tiroler Tageszeitung berichtet: Digitaler Zwilling: Warum es den Politiker Jakob Grüner doppelt gibt – Der Tiroler Nationalratsabgeordnete Jakob Grüner (ÖVP) hat mit „digiJACK“ einen KI-generierten Avatar, ….

Ich bin ja durch meine Jungend deratig ~~verdorben~~ sozalisiert, dass mir bei „Digitaler Zwilling” als ersters immer die folgenden Zeilen aus dem großartigen Werk „Hupf‘ In Gatsch” von Georg Danzer einfallen:

oda na, i gib da zwa, du bisd a zwülling
weu ana alan kaun do ned so deppert sein
hupf in gatsch, und grab di ein!

Laut dem Interview in der TT nutzt Grüner seinen „digiJACK“ vor allem für Erklärvideos und das nur auf den in den USA bzw. in China beheimateten Social Media Plattformen Instagram (Facebook) und TikTok.

Leider hinterfragt die TT im Interview mit den beiden „Entwicklern” des „digiJack”, Daniel „Tursky will Kalif anstelle des Kalifen werden” Gosterxeier und Nikolaus „Certified Digital Consultant · Blockchain · Web3 · NFT · Metaverse” Stickler nicht, ob die „AI” hinter der Lösung auch die Texte für den Avatar erstellt. Weil das automatisierte Aneinanderreihen von Floskeln wäre ja eigentlich die Kernkompetenz von ~~PolitikerInnen~~ *ahem* aktuellen LLM Lösungen vulgo „AI”.

Ich muss z. B. selbst keine Erklärvideos aufnehmen über eine neue Gesetzesmaterie, das kann mein Avatar machen. Dafür habe ich mehr Zeit für Termine mit echten Menschen, erklärt Grüner in dem TT Interview.

Wenn er keine Zeit hat, selber ein Video zu machen, dann lass ich als technophiler Bürger das Video von einem anderen „AI Agenten” anschauen und zusammenfassen, während durch die dafür notwendige Ressourcenvergeudung der Planet brennt.

Falter vs. Pröll: Ahnungslosigkeit oder Sarkasmus?

Alexander Pröll, Sohn von Ex-ÖVP-Finanzminister Josef Pröll und Großneffe von Erwin Pröll (Ex-Landeshauptmann von Niederösterreich), ÖVP-Staatssekretär für Digitalisierung, Kampf gegen Antisemitismus, öffentlichen Dienst und Verfassung möchte in der letzten Schulwoche vor den Sommerferien, wenn die Zeugnisse ja schon geschrieben sind, einen Tag lang die Schulen für Seniorinnen und Senioren öffnen.

Seine Idee ist, dass die Schülerinnen und Schüler so unter Aufsicht der Lehrer ihr Wissen an die Seniorinnen und Senioren weitergeben könnten. An Menschen, die in 30 Jahren ÖVP-Regierung nicht genug digitale Grundbildung vermittelt bekommen haben, um ein Handy oder gar die ID Austria zu konfigurieren. Ein Task, an dem übrigens auch Hr. Prölls Vorgänger Florian Tursky vor laufender Kamera grandios scheiterte.

Selbstverständlich lebt Hr. Pröll das konservative Weltbild, dass „Digital Migrants” (vor 1980 geboren) sich mit dem Internet, Handys und generell „modernene Technologien” nicht so gut auskennen, wie die später geborenen, so genannten „Digital Natives”. Dabei hat die Studie „The myths of the digital native and the multitasker” (PDF) bereits 2017(!) gezeigt, dass es „Digital Natives” nicht gibt:

This article presents scientific evidence showing that there is no such thing as a digital native who is information-skilled simply because (s)he has never known a world that was not digital.

Auf jeden Fall hat die Falter Redaktion Alexander Pröll, Sohn von Ex-ÖVP-Finanzminister Josef Pröll und Großneffe von Erwin Pröll (Ex-Landeshauptmann von Niederösterreich), ÖVP-Staatssekretär für Digitalisierung, Kampf gegen Antisemitismus, öffentlichen Dienst und Verfassung, den „Hero” der Woche verliehen. Und ich frage mich ja, in welchem Paralleluniversum die schreibende Person des Falters lebt, wo ältere Familienmitglieder „demutsvoll” an jüngere Familienmitglieder herantreten müssen:

Will Oma eine neue App installieren … fragt sie demütig beim Enkerl um Rat.

Das mag vielleicht in Teilen von Niederösterreich der Fall sein, in der zivilisierten Welt kommunizieren die Generationen auf Augenhöhe. Oder es ist, so wie der „Hero” anstelle des „Dolm” einfach nur Sarkasmus der Redaktion, der voll daneben gegangen ist. Könnte ja auch sein.

Ich kenn indirekt eine (noch) nicht Oma, wo eher die Enkerln demutsvoll fragen kommen würden, wie denn der Code zu verstehen sei:

Bei diesem Ageism-Thema darf natürlich auch nicht mein Lieblingsbild fehlen. <sarkasmus> Zwei Boomer, die was Technologie betrifft, weder eine Ahnung vom Internet, noch vom World Wide Web haben</sarkasmus>:

Aber Seniorinnen und Senioren in die Schule zu schicken, oder über ID Austria Zotter-Herzen die Installation der mittlerweile für alle BürgerInnen verpflichtend ID Austria sinnlos zu bewerben, lenkt wunderbar vom ersten Versagen im Job des ÖVP-Staatssekretär für Digitalisierung ab, die geplante KI-Behörde pünktlich, wie von der EU vorgeschrieben, mit Anfang August eingesetzt zu haben. Ein weiteres Armutszeugnis für jene Partei, die auf Zucht, Ordnung und Pünktlichkeit steht. Nehammer would not approve.

Keine Ahnung, warum Alexander Pröll, Sohn von Ex-ÖVP-Finanzminister Josef Pröll und Großneffe von Erwin Pröll (Ex-Landeshauptmann von Niederösterreich), ÖVP-Staatssekretär für Digitalisierung, Kampf gegen Antisemitismus, öffentlichen Dienst und Verfassung für diese Fehlleistung einen „Hero” und nicht den „Dolm” bekommt.

Ach ja. Und was „Die Idee des Internets” betrifft, hier ein kleiner Auszug aus A Brief History of the Internet der Internet Society:

Licklider of MIT in August 1962 discussing his “Galactic Network” concept. He envisioned a globally interconnected set of computers through which everyone could quickly access data and programs from any site. In spirit, the concept was very much like the Internet of today. Das ist weit weg von „wir mißbrauchen SchülerInnen um so zu tun, als könnten diese die Versäumnisse von 30 Jahren ÖVP Bildungspolitk ausgleichen”.

Ich würde dem Falter dafür den großen, weißen USB-Stick verleihen.

Automate Flatpak Updates With systemd

The instructions here describe how to create systemd service and timers to automate updating both user and system Flatpak installations. The system systemd units will only update the system Flatpaks, whereas the user systemd units will update both the user’s Flatpaks and the system’s. In most cases, having both user and system services to update Flatpaks is unnecessary. The system systemd units are handy for the default Flatpak behavior, which installs Flatpaks system-wide. The user systemd units are great for users who opt to install Flatpaks in their user-specific installation, such as Flatpak developers.
